The Picayune City Council convened on Tuesday for a session marked by recognition of local achievements and community contributions.
Troop 3879 of the Girl Scouts opened the meeting by leading the pledge.
Mayor Jim Luke then delivered a proclamation honoring Trooper Felecia “Neicey” Breland, acknowledging her pioneering role as the first African American female graduate of the Mississippi Highway Safety Patrol. The proclamation designated March 27, 2024, as “Trooper Felecia Breland Day” to commemorate her impactful legacy.
In recognition of their craftsmanship, the PMHS Vo-Tec Construction Class received certificates for building and painting 75 fencing panels totaling 600 feet. Former public works director Eric Morris commended the students’ work and stressed the collaboration between the education sector and the community.
Judge Pro-tem Tyler Alexander was sworn in during the meeting, reaffirming his commitment to judicial service within the community.
The Keep Mississippi Beautiful Awards honored local environmental champions. Jayla Coleman, Mayor of the Mayor’s Youth Council, received the 2024 Youth of the Year Award for her clean-up initiatives. Sydney Stubbs, Keep Picayune Beautiful Director, received the Keep Mississippi Beautiful Circle of Excellence Award for the second consecutive year and the Keep America Beautiful President’s Circle Award.
