Picayune Mayor Jim Luke Receives 2024 Excellence in Local Government Award

Mayor Jim Luke has been recognized with the 2024 Excellence in Local Government Award by the Mississippi State Personnel Board (MSPB) and Governor Tate Reeves. The award acknowledges his contributions to public service and his efforts to improve government efficiency and community services.

The Excellence in Government Awards, established by the Mississippi Legislature in 2012, honor state and local government leaders for implementing innovative practices. Mayor Luke is the only municipal official in Mississippi to receive the award this year and only the second mayor in its history to do so.

Governor Tate Reeves highlighted Mayor Luke’s record of leadership during the presentation. “It brings me great pride to announce that this year’s winner is from Picayune, Mississippi, Mr. Jim Luke,” said Reeves. “Mr. Luke has been a transformational leader for the City of Picayune and has distinguished himself throughout his career. Thank you for your decades of public service.”

Mayor Luke began his career as a police officer in Picayune and later served as Chief of Police for the Picayune School District, where he established the Campus Security Council. As Police Chief for the City of Picayune, he implemented several programs, including the “Wheel of Justice Program,” featured in The Narc Officer, a publication of the International Narcotic Enforcement Officers Association.

His initiatives as Police Chief included “Teen 411,” designed to improve communication between youth and law enforcement, and the annual “Police Camp,” which provided safety education and fostered community engagement.

Appointed as City Manager in 2011, Luke oversaw significant projects such as Crosby Commons redevelopment and Friendship Park’s revitalization. Under his leadership, the city secured grants for infrastructure improvements and earned 12 Mississippi Municipal League (MML) awards.

Since being elected mayor in 2021, Luke has prioritized community development. He established the Mayor’s Youth Council, which has received three state awards for its service projects.

In addition to his municipal roles, Mayor Luke has served in leadership capacities for various organizations, including the Mississippi City/County Management Association and the Mississippi Law Enforcement Accreditation Commission.

During the award ceremony, Luke acknowledged the support of his family, city staff, and residents. “I am honored to receive this award,” he said. “I accept it on behalf of the citizens of Picayune and the staff who work alongside me.”
