Two Long Beach residents have been charged with home repair fraud and operating without a Mississippi contractor’s license, according to Attorney General Jim Hood.

Hood said in a release that Dallas Eugene Frisbee, 40, and Juliet Kay Bolling, 46, were arrested Tuesday following a complaint filed by a Long Beach resident.

Hood said the resident entered into a contract with Frisbee, Bolling and a third person to build a new home after her home was destroyed by Hurricane Katrina. The resident complained that the home was never started, even though a down payment of $15,000 was made.

Harrison County Justice Court Judge Melvin Ray set bond for Frisbee at $26,000 and for Bolling at $21,000.

Hood said the third person, William Guy Revel, 39, of Tennessee, was in custody in Henry County, Tenn., on an unrelated charge. Hood said he’d seek Revel’s extradition once the man is released from Tennessee custody. He said Revel also will be charged with home repair fraud.

“It has been more than two years since Katrina hit and our residents are still in the process of getting their lives back in order,” said Hood. “It is a shame that any one of them would have to endure even more heartache.”
