POPLARVILLE —
Pearl River County consulting engineer Les Dungan on Monday told supervisors that so far Hensley R. Lee, LLC, work crews have picked up an estimated 17,000 cubic yards of debris left by Hurricane Isaac when it pounded Pearl River County the last week in August.
Dungan said preliminary figures were that there was an estimated 20,000 cubic yards of debris that needed to be picked up, so engineering estimates of the size of the project were close.
Lee won the bid on Sept. 12 to pick up hurricane debris and began on the project the same day the company received word it won the contract. Dungan said the job should be completed by Lee’s crews about the middle of next week, and that crews currently were picking up debris in northeast Pearl River County.
Dungan told supervisors that workers can pick up only debris that is determined to have been generated by winds or flooding during the storm. He said that debris includes both construction and vegetative debris.
On another matter, supervisors accepted a $368,467 bid from Pearl River Paving of Carriere to replace a bridge on Savannah-Millard Road, just east of Interstate 59’s Exit 19. Dungan said Pearl River Paving ’s was the best and lowest bid on the project. He said the bid came in 25 percent below project estimates. Five companies bid on the project.
Dungan told supervisors that traffic will be detoured away from the project, and a portion of the road will be closed during construction, which is expected to take four months. The bridge replacement project is being paid for with federal bridge replacement funds. The bids were opened on Oct. 31, and Dungan made his recommendation to the board on Monday.
On other matters, supervisors:
— Tabled a decision on naming an appointment to the Pearl River County Utility Authority board of directors. Supervisors decided to postpone the appointment and gather more information about those being considered for one of four appointments supervisors make to the seven-member utility board. Picayune appoints two and Poplarville one board member. Three names mentioned to fill the empty spot were Fred Aubrey of Hillsdale, Wayne Freeman of Hide-A-Way Lake and Bill Burns of Rock Ranch Road.
— Set the following holiday schedule: Thanksgiving, closed on Thursday, Nov. 22, and Friday, Nov. 23; Christmas, closed on Monday, Dec. 24, and Tuesday, Dec. 25; and New Year’s, closed on Monday, Dec. 31, and Tuesday, Jan. 1.
— Approved travel for Pearl River County Emergency Management Director Danny Manley to the asbestos inspection-assessment refresher course at Mississippi State University on Nov. 28.
— Went into an executive session to discuss possible matters of litigation and economic development. Private citizen Donna Knezevich objected to the executive session. She told the board that economic development was not listed as a topic, in state statutes, the board could discuss in closed session and that matters of litigation had to be more specifically described. The board made no direct response to Knezevich, but later told the press that they were complying with the state open meetings law.
— Said they would discuss the county’s 911 issues with representatives from Picayune, Poplarville and the county at its Tuesday, Nov. 20 meeting.
— Recessed to Tuesday, Nov. 20.
